Women's Business Enterprise National Council (WBENC), founded in 1997, is the nation's leading advocate of women-owned businesses as suppliers to America's corporations.It also is the largest third-party certifier of businesses owned and operated by women in the United States. WBENC works to foster diversity in the world of commerce with programs and policies designed to expand opportunities and eliminate barriers in the marketplace for women business owners. WBENC works with representatives of corporations to encourage the utilization and expansion of supplier/vendor diversity programs.
Dedicated to enhancing opportunities for women's business enterprises, WBENC works in partnership with women's business organizations located throughout the country to provide a national standard of certification for women-owned businesses. The organization also provides its corporate members and certified women's business enterprises (WBEs) with access to a range of B2B sourcing tools including, an Internet database, WBENCLink, that contains information on certified women's businesses for purchasing managers nationwide. WBENC is a resource for the more than 700 US companies and government agencies that rely on the WBENC certification as an integral part of their supplier diversity programs.

The WBENC Certification for women-owned businesses is one of the most widely recognized and respected certifications in the nation. In accordance with Texas Gov't Code, Chapter 2161, TBPC is responsible for administering the Historically Underutilized Business (HUB) Program for the State of Texas. This includes marketing the HUB Program, certifying minority and woman-owned businesses as HUBs, facilitating the use of HUBs in state procurement, and providing information on the state's procurement process to minority and woman-owned businesses.
A "Historically Underutilized Business" is an entity with its principal place of business in Texas, and is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American and/or American woman who reside in Texas and have a proportionate interest and demonstrate active participation in the control, operations and management of the entity's affairs.

Mission
The mission of the Statewide HUB Program is to facilitate the use of HUBs in state procurement, and to effectively provide information on the state's procurement process to minority and woman-owned businesses.
Goals and Objectives
TBPC fulfills this mission by:
- Developing and administering HUB rules and statute to ensure full and equal access to state procurement opportunities for minority and woman-owned businesses,
- Administering the certification and compliance functions for the Statewide HUB Program,
- Provide education and outreach to minority and woman-owned businesses regarding the Statewide HUB Program and its initiatives,
- Assisting state agencies and institutions of higher education with training, planning, and implementing HUB education and outreach efforts, and
- Compiling and reporting, to the Legislature, the State's HUB expenditures and contract awards semi-annually.
